The optimal organizational structure is a time-evolved concept, subject to the dynamics of market processes. Often times, the company reaches its market position with an organizational structure, and often has a comparative advantage, to face organizational difficulties in the forthcoming period. This is a sign that it is necessary to revise the organizational structure, which, for example, HEP ODS, shows that this is a question to be left to external consultants to resolve. The question arises as to why some organizations have the ability to manage their own strategy, structure and culture to gain access to resources from the environment, while others do not succeed. The reason can be found in the fact that these companies are timely able to respond to the demands for constant adaptations of the environment to create and maintain their competitive advantage and achieve longevity. It is therefore the company's successful adaptation to changes and demands of the environment that becomes one of the main sources of sustainable competitive ability and a source of company longevity. After years of successful work, HEP ODS started to face several issues that over time became serious and have had an impact on the entire business. Some of the problems were the drop in sales, revenues and profits, decline in competitiveness, inadequate business organization, outdated enterprise management, and inadequate application of new technologies. Inadequate existing business organizations and the need to introduce changes to the enterprise are the starting point for business issues, which will be analytically resolved by defining the main problems in the current organization and by suggesting an adequate organizational structure and change management model.
