| Abstract | Diplomski rad Stručnog studija 2011. godine obuhvaćao je pripremu Studije „Regionalnog vodoopskrbnog sustava Zagreb-Istok“. Danas, 6 godina od izrade prve Studije još se uvijek radi na pripremnoj projektnoj dokumentaciji s puno administrativnih problema, a ovaj diplomski rad će pokušati identificirati razvojne probleme i nakon iscrpnog kvantitativnog istraživanja načelno doći do prijedloga rješenja.
Ovaj rad opisuje izuzetno kompliciranu i neučinkovitu administraciju, koja, osim što ne podliježe nikakvoj odgovornosti za svoju neučkovitosti, koči razvoj jedinica lokalne samouprave, jedinica regionalne (područne) samouprave i gospodarstvo Republike Hrvatske u cjelini.
Autor rada je kao član Projektnog tima EU projekta Regionalnog vodoopskrbnog sustava Zagrebačke županije - Zagreb Istok, aktivno sudjelovao u rješavanju potrebne dokumentacije.
Kvalitativnom metodom pokušat će se detektirati sva preduga, preskupa i nepotrebno komplicirana procedura dobivanja raznih suglasnosti, dozvola, rješenja i sve one dokumentacije koju institucije općina, gradova, županija, ministarstva i javna poduzeća traže kako bi se razvoj projekta nastavio.
Isto tako, uzorkom svih relevantnih tijela lokalne i regionalne samouprave i državne uprave koja su obuhvaćena projektom, će se apostrofirat situacije u kojima državni službenici ne odgovaraju po niti jednoj osnovi, neargumentirano odbijajući pojedine zahtjeve.
Tijekom sveh godina, od početka izrade prvog drafta Studije pa do danas, bilježile su se reakcije, uloženi napor, način komunikacije i relevantno znanje i brzinu rješavanja problema u svim institucijama koje se obuhvaćale projekt.
Ovaj rad bavit će se pristupom javnog servisa prema projektima, u ovom slučaju, projektu koji je proglašen strateškim, što znači da po novom zakonu ima prioritet kod rješavanja administrativne dokumentacije.
Radi boljeg razumijevanja točno će se definirati razlike između državnih službenika i namještenika i njihov odnos prema naredbodavaocu odnosno političkom dužnosniku.
Informatičkim povezivanjem tih institucija, informatičko praćenje dokumentacije svakako bi bilo početni korak ka ubrzavanju rješavanja dokumentacije vezane uz investicijske projekte. Drugi korak je svakako uskladjenje bitnih zakonskih regulativa koja ne bi smjela biti podložna promjenama svake 4 godine političkom promjenom vlasti. |
| Abstract (english) | Master thesis of the Professional Study 2011 covered the preparation of the 'Regional water supply system Zagreb-East' study. Today, six years after drafting of the first study had started, only project documentation is prepared, and the whole process was accompanied with a lot of administrative problems. This master thesis will try to detect the development issues, and after an exhaustive quantitative research, propose the solution. This thesis describes exceptionally complicated and inefficient administration, which, besides not being held accountable for its inefficiency, prevents the development of the municipalities, cities, counties and the economy as a whole of the Republic of Croatia.
The author of the thesis has been, as a member of the project team of the EU project of Regional water supply system of the Zagreb county Zagreb East, an active participant in obtaining required documentation.
By using the qualitative method, the attempt to detect the overlong, too expensive and needlessly complicated procedure of procuring the documentation that all the institutions such as municipalities, cities, counties, ministries and public corporations require to proceed with the project, will be made.
Furthermore, with the sample of all relevant bodies of local, regional and state administration that have been included in the project, the emphasis will be given on the situations where the civil servants are not held responsible for rejecting certain applications without the valid argument.
Over a longer period, since starting on the first draft of the study, until today, the reactions, the effort, the manner of communication and the relevant knowledge and the speed of problem solving in all the institutions included in the project have been recorded.
This thesis will focus on the approach of the civil service toward projects, in this case, toward the project that has been proclaimed 'strategic'.
By the most recent law that was put in force, it means that it has a priority when obtaining administrative documentation.
For better understanding, the differences between civil servant and an employee and their relation towards the person who gives orders, namely political official, will be defined.
Informatically linking those institutions and digital tracing of the documentation would be a significant first step in speeding up the process of obtaining documentation for investment projects. The second step is to harmonise important law regulations, which should not be a subject to changes every four years with the political change of the government. |
